Britain and France Plan to Send Forces to Ukraine if a Ceasefire Accord is Reached

The London and Paris have inked a memorandum of understanding concerning the stationing of military forces in Ukraine in the event a peace deal be concluded with Moscow, the Prime Minister of Britain, Starmer, has declared.

Subsequent to negotiations with Ukraine's allies in the French capital, he indicated that the two nations would "establish defense centers throughout Ukraine and build fortified facilities for military hardware and defense matériel" to prevent any potential invasion.

The partner countries also suggested that the United States would take the lead in overseeing a halt in hostilities.

The Kremlin has consistently cautioned that any external forces in Ukraine would be considered a "valid objective", but has so far not commented on this recent announcement.

The Situation and Ongoing War

Russian President Vladimir Putin began a major offensive of Ukraine in early 2022, and Russian forces presently occupies roughly 20% of the country's land.

"This is a vital part of our commitment to stand with Ukraine for the duration," remarked the British leader.

National leaders and high-ranking officials from the "Coalition of the Willing" participated in the recent discussions.

Speaking at a combined announcement, Starmer further said: "It creates the pathway for the juridical structure under which allied and coalition forces could operate on the ground in Ukraine, defending Ukraine's skies and seas, and rebuilding Ukraine's military for the future."

The UK prime minister went on to say that the UK would be involved in any Washington-directed verification of a potential cessation of hostilities.

Defense Assurances and Negotiation Stances

Lead American diplomat Steve Witkoff remarked that "long-term security guarantees and substantial prosperity commitments are critical to a enduring ceasefire" in Ukraine – alluding to a major condition made by Ukraine.

Witkoff noted the coalition had "mostly completed" their work on agreeing such assurances "so that the Ukrainian people know that when this conflict ends, it ends forever."

Jared Kushner, former American President Donald Trump's advisor, also participated in the negotiations.

Meanwhile, France's leader Emmanuel Macron declared that Ukraine's allies had made "significant headway" at the talks.

He noted that "strong" safety pledges for Kyiv had been reached in the case of a potential ceasefire.

Ukrainian President Volodymyr Zelensky stated that a "huge step forward" had been made in Paris, but cautioned that he would only consider efforts to be "sufficient" if they culminated in the end of the fighting.

Recently, the Ukrainian leader said a peace deal was "largely prepared". Settling the last 10% would "decide the fate of the peace, the destiny of Ukraine and Europe".

Remaining Challenges

  • Territory and defense assurances have been at the forefront of ongoing disputes for diplomats.
  • Putin has consistently stated that Kyiv's military must withdraw from all of Ukraine's eastern Donbas region or Russia will take control, dismissing any middle ground over how to conclude the war.
  • Kyiv has so far excluded giving up any territory, but has suggested that Ukraine could withdraw its forces to an agreed point – but only if Russia does the same.

Moscow currently occupies about 75% of the Donetsk oblast and some 99% of the adjacent Luhansk region. The two regions form the area of Donbas.

The initial US-led comprehensive framework that was extensively reported to the media last year was seen by Ukraine and its EU supporters as being disproportionately favorable in Russia's direction.

This triggered a period of intensive negotiations – with all sides trying to adjust the draft.

The previous month, The Ukrainian government presented the US an updated proposal – as well as separate documents outlining potential defense assurances and provisions for Ukraine's recovery, Zelensky added.
